Storm damage claims are typically among the highest volume and highest value events in the Australian property insurance market. Storm damage assessments differ from water damage assessments in one critical respect: the restorer must identify not just where water has entered, but precisely how it entered — and whether the intrusion pathway was caused by the storm event or by pre-existing maintenance defects. This distinction directly determines what is covered under a standard home and contents policy.

The Impact vs Maintenance Defect Distinction

Most Australian home and contents policies cover sudden and accidental damage caused by a defined storm event, but exclude loss caused by gradual water entry, maintenance neglect, or pre-existing defects. The assessor must distinguish between: **Storm-caused damage**: Roof tiles displaced or broken by wind or hail, guttering detached by wind loading, windows or doors breached by impact, flashing lifted by wind — all creating new intrusion pathways during the storm event. **Pre-existing or maintenance defects**: Cracked or missing roof tiles that were already compromised before the storm, gutters blocked by debris that caused overflow into the roof space, poorly sealed flashings or window frames that allowed entry through a pathway that existed before the storm event. Documenting this distinction requires evidence: photos showing fresh impact damage (bright fracture edges on tiles, unweathered exposed surfaces), and awareness of the patterns that indicate pre-existing deterioration (staining, rust, lichen, and previous patching).

Conducting the Storm Damage Assessment

A thorough storm damage assessment should cover: **Exterior:** - Roof covering: hail strikes on tiles, broken or displaced tiles, ridge capping damage - Guttering and downpipes: damage, displacement, blockage - Flashing: at ridges, hips, valleys, penetrations, and wall junctions - Windows and doors: broken glass, damaged frames, failed seals - External cladding: impact damage, penetrations **Interior:** - Ceiling and roof void: evidence of intrusion (water staining, damaged insulation, wet plasterboard) - Wall surfaces below window sills: water tracking from failed window seals - Subfloor: particularly relevant for raised floor construction where wind-driven rain can enter through vents or subfloor wall openings **Water intrusion pathway mapping:** For each area of internal water damage, trace and document the entry pathway from the exterior breach to the internal damage. This pathway documentation is essential for the adjuster to confirm that the internal damage is causally linked to the storm event.

Moisture Assessment in Storm Damage

Storm damage may involve three categories of water: rainwater (Category 1), water that has contacted roof insulation, debris, or bird/animal excrement (potentially Category 2), and flood water that has entered from ground level or sewage backup caused by storm surge (potentially Category 3). Assign the appropriate category to each affected area based on the intrusion pathway identified, and document the basis for that determination in the inspection report.
