What Is a Drying Goal?
A drying goal is the specific moisture content target that structural materials must reach before restoration work is considered complete and reconstruction can begin. Under IICRC S500:2021 §11.4, the restorer is responsible for establishing the drying goal at the start of the job and confirming it has been achieved with documented readings before demobilising equipment. Failing to confirm the drying goal is one of the most common causes of mould-related callbacks — and one of the most common reasons insurance adjusters query invoices.
Equilibrium Moisture Content (EMC)
The drying goal is defined in terms of equilibrium moisture content (EMC) — the moisture content a material reaches when it is in balance with its surrounding environment. EMC is not a fixed number; it varies with temperature and relative humidity. For practical purposes, the drying goal for most structural materials in Australia is to return them to their pre-loss moisture content — or to the EMC appropriate for the prevailing climate. In temperate Australian climates, timber framing typically sits at 10–12% MC before a loss event. Plasterboard in a humidity-controlled interior typically ranges from 0.5–1.0% MC (by weight).
Per-Material Dry Standards
IICRC S500:2021 Appendix C provides dry standard references by material type: - **Timber framing**: Target ≤ 19% MC (structural threshold) with a goal of returning to pre-loss MC where measurable. - **Plasterboard (gypsum board)**: Target ≤ 1% MC by weight; any reading above this warrants further monitoring. - **Concrete slab**: Typically assessed by relative humidity probe (in-slab RH) — target ≤ 75% RH at 20 mm depth. - **Subfloor timbers**: Target ≤ 16% MC for flooring-over-concrete applications; ≤ 19% MC for subfloor framing. - **Hardwood flooring**: Target within 2% of pre-loss MC; confirm with control readings taken from unaffected areas of the same floor.
Confirming the Drying Goal
Confirmation requires three elements under IICRC S500:2021 §11.4: 1. **Multiple readings** at documented grid points (minimum one reading per 9 m² of affected area) 2. **Consistent readings** — materials must achieve target MC on two consecutive daily readings 3. **Comparison to dry standard** — each reading must be compared to the material's applicable dry standard or pre-loss reference reading All readings must be recorded with date, time, location reference (moisture map grid point), instrument type, and instrument calibration date.
Issuing the Drying Certificate
Once all grid points have achieved target moisture content on two consecutive days, a drying certificate (also called a drying completion report or final drying report) can be issued. This document should include the initial moisture readings, the drying goal set at project initiation, the final moisture readings at each grid point, the date confirmation was achieved, and the equipment demobilisation date.
